Hawaiian Islands Fiber Link (HIFL)

The Hawaiian Islands Fiber Link (HIFL) is a next-generation submarine cable system designed to enhance inter-island connectivity and strengthen digital infrastructure throughout Hawaiʻi. Engineered for low latency and long-term resiliency, HIFL will provide a carrier-neutral, open-access platform supporting the growing communications and data demands of the Hawaiian Islands.
 

The system will connect landing sites on Oʻahu, Hawaiʻi, Maui, Kauaʻi, Lānaʻi, and Molokaʻi, delivering reliable, high-capacity connectivity across the island chain. Designed with 24 fiber pairs and a 25-year operational lifespan, HIFL is expected to be ready for service (RFS) in Q4 2026.
 

Ocean Networks is responsible for the supply, construction, operations, and maintenance of the HIFL inter-island cable system. The project is being overseen by the University of Hawaiʻi System Office for Information Technology, with support from the Research Corporation of the University of Hawaiʻi (RCUH).

  • Repeaterless submarine cable design

  • 24 fiber pairs

  • Minimum capacity of 18 Tbps per fiber pair

  • Total system length: 675.6 km

  • Target Ready for Service (RFS): Q4 2026
